If you need to title and register your vehicle, you can skip the lines by submitting your application by mail to one of the addresses below. If the vehicle is already titled in your name, follow our instructions for registration-only applications.

Title and Register Your Vehicle by Mail

You can title and register your new or used vehicle at the same time by mailing DMV the following items:

The vehicle title with the “Reassignment” and “Buyer's Certification” sections completed, or a Manufacturer's Certificate of Origin/Manufacturer's Statement of Origin (MCO or MSO), and the back signed.

Note: Out-of-state titles may not match this image, but will require the same signatures and forms.

  1. A completed Application for Title and Registration.
  • Use DMV’s step-by-step guide to ensure accuracy and avoid a potential return of your materials.

Note: Your customer number is the “customer identifier” on your Virginia driver’s license or ID card. If you don’t have a customer number, leave it blank.

  • Incorrect or missing Odometer Reading
  • Missing signature(s) in the Certification section and on the back of the Title
  • Missing Sales Price or Sales Price does not match Bill of Sale
  1. A complete Bill of Sale. If you do not have a Bill of Sale, submit a completed Vehicle Price Certification (SUT-1).

Note: If you don’t provide a Bill of Sale or SUT-1, your vehicle's Sales and Use Tax may be calculated using the NADA market value of your vehicle.

  1. If you would like to order a specialty plate or a personalized plate, you must fill out the "Plate Information" section of the Vehicle Registration Application and submit it with your Application for Title and Registration. Browse our specialty plates.
  2. A check or money order for fee payment.

You can calculate fees using the Vehicle Fee Calculator. Remember to:

  • Select "Title and Registration" from the list of available transactions 
  • Use your vehicle identification number (VIN) to ensure your entries match DMV data
  • Use the "Help" link for assistance

Note: The Fee Calculator is an approximation tool, and DMV may contact you to resolve fee discrepancies. If you miss a call from DMV, please return the call on the same day, or we may return your materials.

Note: DMV cannot accept credit card numbers through the mail or via email. DO NOT SEND CASH.

Before you send, make sure your application contains…

  • The vehicle title with the appropriate sections completed 
  • A completed Application for Title and Registration 
  • A complete Bill of Sale or Vehicle Price Certification 
  • A check or money order with the correct fees 
  • A good phone number for DMV to contact you with any questions or to discuss fee discrepancies 
  • All required signatures

Once you’ve completed these items, we highly recommend sending your package with a tracking number and keeping photocopies of all your materials.

Note: Please send DMV your original documents. DMV cannot process transactions with photocopies.

Notice: When you pay by check, you authorize DMV to either use information from your check to make a one-time electronic fund transfer from your account, or to process the payment as a check transaction. Please note that funds may be withdrawn from your account the same day DMV receives your payment.
